Pictured are eight community presidents, plus Polibio Perez, president of the Community Development Council, who signed a declaration asking the Municipality to declare the Toisan Range a Municipal Protected Area under community management.

In order from left to right:
Polibio Perez, President of the Community Development Council Manuel Muñoz; President of the La Armenia Community Manuel Gomez, President of the community of Cazarpamba; Cesar Calvachi, President of the community of Junin; Vicente Quiguango, President of the community of Villaflora; Enrique Valenzuela, President of the community of El Triunfo; Libardo Quiguango, President of the community of Barcelona; Juan Ibarra, President of the community of Cerro Pelado; Carlos Borja, President of the community of Cuaraví.

All the communities, except for Cazarpamba, are found within or adjacent to the mining area; all of them reject the mining project, as expressed in the June 5th Barcelona declaration.
