SOUTHERN REGIONAL FORUM:
THE NATION THAT WE DESIRE: FIRST DIALOGUE OF THE PEOPLES

In the city of Loja, the day Tuesday 18 of September of the presents, by invitation of CONAIE, ECUARUNARI, CONFENIAE, the COORDINATORS OF the DEFENSE OF LIFE OF the PANGUI, LOS ENCUENTROS, YANTZAZA, a great coming together of the social organizations of the defense of life and against industrial large-scale mining was carried out, bringing together the provinces, Morona Santiago, Zamora Chinchipe, Azuay, Loja and the Gold, whose resolutions were the following ones

CONSIDERATIONS:

a) The South country and region specially are in an aggressive process of mining occupation that happens through the giving of concessions of great areas to develop in order to permit metallic mineral operations.

b) The great majority of these concessions have been awarded to transnational companies for the exploitation of diverse types of metals.

c) The presence until the moment of these transnational companies has caused serious social problems in specific sites of intervention; at the moment the most evident signs of it are the criminalization of the protest, the persecution to the social leaders, the indigenous division of the communities and people and farmers; finally, serious environmental impacts already happened in the phases of exploration of these mega projects.

d) The mining occupation is not concentrated in the south of the county, but includes all the nation and the great majority of Latin American’s people.

e) The answer to this serious threat that affect the land, the collective rights, the water river basins, the biodiversity, the agricultural and cattle production in all the continent has been the social organization.
f) As much the national organizations, as CONAIE, Ecuarunari, as many of the grass-roots organizations of five provinces have been demonstrated against large-scale mining; at the moment, they are in diverse levels of organization, and different fronts of resistance have been constituted already from the mining, as well as in favor of life and water.
f) g) Thanks to the social mobilization has been managed to suspend to the activity of some companies, among them Ecuacorrientes; nevertheless this company continues operating. At the moment, through the Ecuasambito company, it advances in the studies for the construction of Copper Port, in the city of Machala in Port Bolivar; where a Citizen’s Council has been constituted and together with its member organizations has pronounced in favor of the definitive suspension of the project Copper Port, in Port Bolivar.

h) At level of the Latin American countries the answers are similar, and since the intervention of the mining transnational companies is more established, the organizational processes are more mature. In Peru, on the 16 of September a great local consultation was carried out so that the population decided through individual and secret balloting if it accepts large-scaled mining. A sweeping triumph was obtain of NOT to mining in Ayabaca Peru. The government of this country tries to delegitimize this process; and that
i) The country is in the midst of a process to constitute a new Constituent Assembly, that will write up the new Constitution for the country) CONAIE has summoned a great national mobilization to give to the civil society, as well as to the elected members of the assembly a mandate for the component, day 12 of October of the 2007.

RESOLUTIONS:

a) To impel the social mandate of the South region of the country towards the next constituent assembly, whose central elements are:
a. Strategic Nationalization of natural resources at the moment yielded without right of inventory to the transnational mining companies.
b. To declare to Ecuador, free of large-scale mining
c. To impel like main policy of state, tie with the field and the rural region of the country, the nourishing sovereignty and the impulse of a shared common ecological economy, that allows to equitably taking advantage of renewable the natural resources that tell to the region and the country.

b) To immediately demand the suspension of mining activities, and all its connected projects, like the Copper Port , as well as all the proceedings for the delivery of new concessions in the country and the South region specially.

c) To demand the elimination of the criminalization of the protest, as well as the cancellation of the judgments against the social leaders in resistance.
d) That the Armed Forces recover their roll of defense of the national sovereignty and that an investigation is made on the concessions of the DINE and members of the Armed Forces, mainly in the zones of conflict, for its later cancellation.

e) To declare to the South region of Ecuador in permanent mobilization, which implies:
a. To socialize and to sensitize to the population at the moment and potentially affected on the problematic tie environmental partner with the mining occupation on great scale.
b. To develop the social mandate for the component, which includes a democratic discussion on problematic of small-scale mining.
c. To fortify the social organization and the mobilization of the South population of the country.

f) To conform the Front Resistance of the South, like regional platforms that allow the joint and involution of the social organization to recover it sovereignty and to validate an option of development based on solidarity, the fairness, and the sustainable use, for the permanence, of strategic the natural resources.

g) To call to the unit of the process of resistance at national level and to fortify the alliance with different local and national organizations, who face the harassment (attack) of the transnational companies.

h) To support and to congratulate the towns of Peru, Bolivia, and Chile, whose delegations were present in the encounter of Loja, by its respective processes of resistance. To congratulate to the town of Ayabaca by the historical triumph of the 16 of September in the ballot boxes.

i) To accompany to the pacific mobilization by the CONAIE the 12 by October towards the city of Quito to present/display to the national society our demands.

ENCUENTRO REGIONAL DEL SUR

EL PAIS QUE QUEREMOS: DIALOGO DE LOS PUEBLOS

En la ciudad de Loja, el dia martes 18 de septiembre de los presentes, por convocatoria de la CONAIE,ECUARUNARI, CONFENIAE, LAS COORDINADORAS POR LA DEFENSA DE LA VIDA DEL PANGUI, LOS ENCUENTROS, YANTZAZA, se llevo a cabo un gran encuentro entre las organizaciones sociales por la defensa de la vida y en contra de la mineria industrial a gran escala, de las provincias, de Morona Santiago, Zamora Chinchipe, Azuay, Loja y El Oro, cuyas resoluciones fueron las siguientes

CONSIDERACIONES:

a) El pais y la region sur especialmente estan en un proceso agresivo de ocupacion minera que ocurre a traves de la entrega de concesiones de grandes superficies para desarrollar exploracion y explotacion de minerales metalicos.

b) La gran mayoria de estas concesiones han sido entregadas a empresas transnacionales para la explotacion de diversos tipos de metales.

c) La presencia hasta el momento de estas empresas transnacionales ha causado graves problemas sociales en sitios especificos de intervencion; por el momento los signos mas evidentes de ello son la criminalizacion de la protesta, la persecucion a los lideres sociales, la division de las comunidades y los pueblos indigenas y campesinos; finalmente existen graves impactos ambientales sucedidos ya en las fases de exploracion de estos mega proyectos.

d) La ocupacion minera no esta concentrada solo en la region sur del pais, abarca todo el pais y la gran mayoria de pueblos latinoamericanos.

e) La respuesta a esta grave amenaza para el territorio, los derechos colectivos, las cuencas de agua, la biodiversidad, la produccion agricola y ganadera en todo el continente ha sido la organizacion social.

f) Tanto las organizaciones nacionales, como CONAIE, Ecuarunari, como muchas de las organizaciones de base de las cinco provincias se han manifestado contra la mineria a gran escala; actualmente, estan en diversos niveles de organizacion y ya se han constituido diferentes frentes de resistencia a la mineria, asi como a favor de la vida y el agua.

f) g) Gracias a la movilizacion social se ha logrado suspender la actividad de algunas empresas entre ellas la de Ecuacorrientes; sin embargo esta empresa sigue trabajando. Por el momento, a traves de la empresa Ecuasambito, avanza en los estudios para la construccion de Puerto el Cobre, en la ciudad de Machala en Puerto Bolivar; donde se ha establecido un Consejo Ciudadano que reune a sus principales organizaciones y que se ha manifestado a favor de la suspension definitiva del proyecto Puerto del Cobre, en Puerto Bolivar.

h) A nivel de los paises latinoamericanos las respuestas son similares, y dado que la intervencion de las transnacionales mineras es mas antigua, los procesos organizativos son mas maduros. En Peru, se llevo a cabo el 16 de septiembre, una gran consulta vecinal para que la poblacion decida a traves del voto individual y secreto si acepta la mineria a gran escala, lograndose un arrollador triunfo del NO a lamineria en Ayabaca Peru. El gobierno de dicho pais intenta deslegitimar dicho proceso; y que

i) El pais se encuentra frente a un proceso por constituir una nueva Asamblea Constituyente, que redactara una nueva carta magna para el pais) La CONAIE ha convocado a una gran movilizacion nacional para entregar a la sociedad nacional, asi como a los asambleistas electos un mandato para la constituyente, el dia 12 de octubre del 2007.

RESOLUCIONES:

a) Impulsar el mandato social de la region sur del pais hacia la proxima asamblea constituyente, cuyo elementos centrales son:

a. Nacionalizacion de los recursos naturales estrategicos actualmente cedidos sin beneficio de inventario a las empresas mineras trasnacionales.

b. Declarar al Ecuador, libre de mineria a gran escala

c. Impulsar como principal politica de estado, vinculada con el campo y la region rural del pais, la soberania alimentaria y el impulso de una economia solidaria y ecologica, que permita aprovechar equitativamente los recursos naturales renovables que cuenta la region y el pais.

b) Exigir, en forma inmediata la suspension de las actividades mineras, de todos sus proyectos conexos, como Puerto el Cobre, asi como todos los tramites para la entrega de nuevas concesiones en el pais y en la region sur especialmente.

c) Exigir la eliminacion de la criminalizacion de la protesta, asi como la anulacion de los juicios contra los dirigentes sociales en resistencia.

d) Que las fuerzas armadas recuperen su rol de defensa de la soberania nacional y que se realice una investigacion sobre las concesiones de la DINE y de miembros de las fuerzas armadas, sobre todo en las zonas de conflicto, para su posterior anulacion.

e) Declarar a la region sur del Ecuador en movilizacion permanente, lo que implica:

a. Socializar y sensibilizar a la poblacion actualmente y potencialmente afectada sobre la problematica socio ambiental vinculada con la ocupacion minera a gran escala.

b. Desarrollar el mandato social para la constituyente, lo que incluye una discusion democratica sobre la problematica de la mineria apequena escala.

c. Fortalecer la organizacion social y la movilizacion de la poblacion sur del pais.

f) Conformar el Frente de Resistencia Sur, como plataforma regional que permita la articulacion y potenciacion de la organizacion social para recuperarla soberania, la territorialidad una opcion de desarrollo basada en la solidaridad, la equidad, y el uso sustentable, para la permanencia, de los recursos naturales estrategicos.

g) Llamar a la unidad del proceso de resistencia a nivel nacional y fortalecer la alianza con diferentes organizaciones locales y nacionales, que se enfrentan la embestida de las empresas transnacionales.

h) Solidarizarse y felicitar a los pueblos de Peru, Bolivia, y Chile, cuyas delegaciones estuvieron presentes en el encuentro de Loja, por sus respectivos procesos de resistencia. Felicitar al pueblo de Ayabaca por el triunfo historico del 16 de septiembre en las urnas.

i) Acompanar a la movilizacion pacifica de la CONAIE el 12 de octubre hacia la ciudad de Quito para presentar a la sociedad nacional nuestras demandas.
